phone-change-otp code, stores the requested number as pending_auth_id on the identity's phone auth method record, and queues an SMS containing the code to the new phone number.pending state; if one already exists, its pending_auth_id is overwritten with the newly requested number.phone-change-otp was already issued within the cooldown window (60 seconds by default, configurable via PHONE_CHANGE_OTP_COOLDOWN_MS), the request is rejected with a 429 instead of sending another SMS.identity_id), not from the request body.Request
